If the page has high impressions and low amount of internal backlinks, this is a great opportunity and low-hanguing fruit. Adding more internal backlinks to such page can help to improve its rankings fast.

Divide the pages into percentiles or quartiles to define high, medium, and low impression tiers:
Top 25%: High Impressions (top-performing pages)
25%-50%: Medium Impressions
Bottom 50%: Low Impressions
Bottom 25%: Low Internal Links (pages that need improvement)
25%-50%: Medium Internal Links
Top 50%: High Internal Links
For a client project with 6k indexed pages, I suggested to check first only 250 high impression low internal link pages that can be improved”
